  1. Each rating is measured against a fixed, published standard. Grades are assigned by score thresholds anchored to the November 2023 baseline calibration (Table 1), so a rating moves only when a jurisdiction's own measured inputs move — and every grade is published together with its relative standing (rank of 192), keeping the absolute standard and the competitive position visible side by side.
  2. Ratings were fundamentally stable over the 2023–2026 window, and movement was net-positive. 156 of 192 jurisdictions (81.3%) carry the same rating as in the baseline cohort; the 36 transitions split 19 upgrades to 17 downgrades. Because grades measure each jurisdiction against a fixed standard, improvement is registered wherever it occurs — an upgrade never forces a downgrade elsewhere.
  3. The AAA band recomposed on evidence. Japan, New Zealand, and Canada entered on strengthened condition readings; Papua New Guinea exited on weakened ones; Micronesia was affirmed. Twelve jurisdictions currently meet the top standard.
  4. The rated universe carries a floor valuation of $513.2 billion across the fixed global allocation of 5.0 billion Global Biodiversity Units (GBUs). Rating-specific floor prices span $136.30 per GBU at AAA to $22.61 at C — a 6.0× spread that translates biodiversity standing directly into valuation.
  5. Endowment separates the grades; stewardship risk-adjusts them — and stewardship is the axis within sovereign control. Median volume score falls from 43.8 at AAA to 0.5 at C, while systemic response — governance capacity, protection coverage, and conservation finance, each an instrument of national policy — declines from 48.9 to 22.0 down the scale. A jurisdiction cannot legislate its endowment; it can legislate its defense of it — and that defense is rewarded without displacing anyone.
  6. Every jurisdiction can be read in full depth. The transition explorer in Section 3 opens a complete profile for any of the 192 rated — the full rating construction beside its 2023 baseline, the underlying data record with sources and editions, and a 30×30 assessment computed through the rating engine. Seychelles (AA, standing 23) and Mauritius (A, standing 36) illustrate the range: near-identical endowments separated almost entirely by stewardship — and for Mauritius, protection at the 30×30 threshold would lift it to AA without affecting any other jurisdiction's rating.

The rating system

The Marine Asset Accounting Protocol (MAAP) rates the marine biodiversity endowment of every coastal jurisdiction as an investable asset. Each rating compresses three questions — how much biodiversity is there (Volume), in what condition (Quality), and how well is it defended against the pressure it faces (Risk) — into a nine-grade letter scale, AAA through C, and a floor price per Global Biodiversity Unit.

The scale is anchored: each grade is earned by meeting a fixed score threshold, calibrated once against the November 2023 baseline cohort and held constant thereafter (Table 1). A rating therefore moves only when a jurisdiction's own measured inputs move — improvement is registered as improvement, wherever it occurs, and no jurisdiction is downgraded merely because a peer advanced. Band populations float as the world changes; the thresholds do not, and they are revisited only through disclosed re-calibration under the protocol's governance cadence. Alongside every grade the protocol publishes relative standing — the jurisdiction's rank among the 192 rated — so both the absolute standard and the competitive position remain visible.

The rated asset is sovereign. Marine biodiversity within national jurisdiction is held, governed, and defended by the state, and MAAP treats it accordingly: the rating is a statement about a sovereign balance-sheet item — the standing of a nation's marine natural capital — expressed in the instrument-ready vocabulary of grades, unit allocations, and floor prices. For administrations engaging with blue bonds, debt-for-nature conversions, biodiversity-linked instruments, or 30×30 reporting under the Kunming–Montreal Global Biodiversity Framework, the rating supplies what those frameworks require: an independent, reproducible, edition-dated measure of the asset and of the quality of its defense.

The indices, in plain language
Volume (V)
How much marine life a jurisdiction's waters hold: mapped species ranges, the variety and extent of marine ecosystem types, and independently observed species diversity, aggregated to a 0–100 score within the universe.
Quality (Q)
The condition that endowment is in — the health of habitats and the conservation status of the species that depend on them, benchmarked 0–100.
Global Biodiversity Unit (GBU)
The accounting unit of the protocol. A fixed global pool of 5.0 billion units is allocated to jurisdictions in proportion to √(V×Q), so a unit always represents the same fraction of the world's quality-weighted marine biodiversity.
Pressure (P)
The anthropogenic load on the asset — habitat and species-condition pressures from fishing, coastal development, pollution, and climate stress.
Systemic Response (SR)
What the jurisdiction does about it: fisheries governance capacity, marine protected-area coverage, and public conservation finance relative to the size of the economy.
Response-to-Pressure ratio
Response divided by pressure — the protocol's core risk measure. Above 1.0, defenses outweigh the load; below it, pressure is outrunning stewardship.
RABI
The Risk-Adjusted Biodiversity Index: endowment-quality mass multiplied by the risk ratio. RABI carries its own letter rating — the protocol's summary judgment of how well a jurisdiction's biodiversity is defended — and anchors the risk pillar of the final grade.
Composite Potential Impact (CPI)
Where incremental conservation capital achieves the most: the value of a jurisdiction's units relative to local income (a conservation dollar stretches further in lower-income economies) combined with how densely units are concentrated in its waters.
Biodiversity Investment Index (BII)
The final composite score behind the headline grade: triple weight on endowment-quality and impact, single weight on risk. The grade is the highest band whose anchored threshold the BII meets.
Standing
The jurisdiction's relative rank among the 192 rated, published alongside every grade. The grade answers "does this asset meet the standard"; the standing answers "where does it sit among its peers." Only the grade drives pricing.
Floor price & GBU value
Each rating band carries a calibrated floor price per unit, anchored to a global mean of $100.56. A jurisdiction's floor valuation is its unit count multiplied by the floor price of its overall rating.

Not every input is equally within reach of policy. The volume pillar is endowed — a fact of geography no administration can legislate. Habitat quality and pressure respond to policy over years to decades, through restoration, fisheries management, coastal planning, and pollution control, though climate load remains exogenous. The three inputs of the systemic-response pillar — marine protection coverage, fisheries governance, and conservation finance — are directly governable instruments of national policy, with protected-area designation the fastest-acting among them; every jurisdiction's profile in the transition explorer (Section 3) quantifies what carrying it to the 30×30 threshold would do. Income level, which shapes the impact pillar, reflects the economy rather than conservation policy and is treated as context.

Composition of the rated universe

The distribution is a measurement: each band holds however many jurisdictions currently meet its threshold. Twelve jurisdictions currently meet the AAA standard. The top of the scale is dominated by large-EEZ, high-endowment jurisdictions — median EEZ at AAA is 3.8 million km², at C under 1,200 km² — and the grade ladder is, to first order, a ladder of biodiversity endowment defended to different degrees. For a sovereign reader, the operative fact sits in the second chart below: endowment fixes the neighborhood a jurisdiction competes in, but the response pillar — the one assembled from acts of policy — is what distinguishes performance within it.

Rating transitions, 2023–2026

Table 4 is read like a standard rating transition matrix: each row is the rating assigned in the November 2023 baseline cohort, each column the rating carried in the August 2026 universe, and each cell counts jurisdictions making that move. The diagonal is stability; cells right of it are downgrades, left of it upgrades.

Stability rate 81.3% (156 of 192); 19 upgrades against 17 downgrades — the scale registers improvement wherever it occurs. Every transition but one was single-notch; the exception is a two-notch upgrade (Faeroe Islands, CC→B). Hover any cell for the move it represents; click it to list the jurisdictions below.

Three drivers account for the 36 transitions, and every rating action is attributed to its driver. Four territory-level governance readings were revised as the protocol moved onto directly source-cited data. The principal driver is the Ocean Health Index 2025 assessment — three new years of habitat-condition and pressure evidence, updating the Quality and Pressure pillars for 176 jurisdictions. A small number of grades additionally reflect refinements to the scale's calibration. Every input is pinned to a named source edition, advanced under a versioned review protocol, and every jurisdiction's rating carries a machine-readable provenance trail down to the individual table versions behind it. Understanding the ratings

An anchored standard, with standing alongside. A MAAP grade certifies that a jurisdiction meets a fixed, published score threshold calibrated to the November 2023 baseline; relative standing (rank of 192) is published beside every grade. Because the standard is fixed, an upgrade anywhere never requires a downgrade elsewhere. Thresholds move only through disclosed re-calibration under the protocol's governance cadence — reviewed at each methodology revision or five years, whichever comes first.

A biodiversity rating, not a credit rating. The letter scale is deliberately familiar, but it grades marine natural capital — endowment, condition, stewardship, and catalytic potential — not debt-service capacity. The floor price expresses the protocol's valuation model for Global Biodiversity Units, not a market quotation.

Reproducible by construction. The rating engine is deterministic: given the published source editions, every score, rank, and price in this study can be recomputed exactly. Provenance trails accompany each rating down to individual input tables, and annual studies in this series will report transitions against the affirmed August 2026 baseline.

For sovereign administrations. The protocol is designed to be engaged with, not merely received. A rated administration may obtain the complete provenance trail behind its rating, verify each input against the cited source edition, and model the rating effect of prospective policy — protection designation, governance reform, conservation budget commitments — through the same deterministic engine that produces the published grades, as any jurisdiction's profile in the transition explorer (Section 3) illustrates. Because inputs move only with named editions, every future rating action will be attributable to a specific change in the evidence or in the state of the asset — a property intended to make the rating serviceable in policy planning and in the documentation of blue-finance transactions alike.
