Sovereign marine biodiversity ratings across 192 jurisdictions: how the ratings are constructed, what the rated universe holds, how ratings moved over three years — and how sovereign administrations can read, verify, and strengthen the standing of their marine natural capital.
The Marine Asset Accounting Protocol (MAAP) rates the marine biodiversity endowment of every coastal jurisdiction as an investable asset. Each rating compresses three questions — how much biodiversity is there (Volume), in what condition (Quality), and how well is it defended against the pressure it faces (Risk) — into a nine-grade letter scale, AAA through C, and a floor price per Global Biodiversity Unit.
The scale is anchored: each grade is earned by meeting a fixed score threshold, calibrated once against the November 2023 baseline cohort and held constant thereafter (Table 1). A rating therefore moves only when a jurisdiction's own measured inputs move — improvement is registered as improvement, wherever it occurs, and no jurisdiction is downgraded merely because a peer advanced. Band populations float as the world changes; the thresholds do not, and they are revisited only through disclosed re-calibration under the protocol's governance cadence. Alongside every grade the protocol publishes relative standing — the jurisdiction's rank among the 192 rated — so both the absolute standard and the competitive position remain visible.
The rated asset is sovereign. Marine biodiversity within national jurisdiction is held, governed, and defended by the state, and MAAP treats it accordingly: the rating is a statement about a sovereign balance-sheet item — the standing of a nation's marine natural capital — expressed in the instrument-ready vocabulary of grades, unit allocations, and floor prices. For administrations engaging with blue bonds, debt-for-nature conversions, biodiversity-linked instruments, or 30×30 reporting under the Kunming–Montreal Global Biodiversity Framework, the rating supplies what those frameworks require: an independent, reproducible, edition-dated measure of the asset and of the quality of its defense.
Not every input is equally within reach of policy. The volume pillar is endowed — a fact of geography no administration can legislate. Habitat quality and pressure respond to policy over years to decades, through restoration, fisheries management, coastal planning, and pollution control, though climate load remains exogenous. The three inputs of the systemic-response pillar — marine protection coverage, fisheries governance, and conservation finance — are directly governable instruments of national policy, with protected-area designation the fastest-acting among them; every jurisdiction's profile in the transition explorer (Section 3) quantifies what carrying it to the 30×30 threshold would do. Income level, which shapes the impact pillar, reflects the economy rather than conservation policy and is treated as context.

The distribution is a measurement: each band holds however many jurisdictions currently meet its threshold. Twelve jurisdictions currently meet the AAA standard. The top of the scale is dominated by large-EEZ, high-endowment jurisdictions — median EEZ at AAA is 3.8 million km², at C under 1,200 km² — and the grade ladder is, to first order, a ladder of biodiversity endowment defended to different degrees. For a sovereign reader, the operative fact sits in the second chart below: endowment fixes the neighborhood a jurisdiction competes in, but the response pillar — the one assembled from acts of policy — is what distinguishes performance within it.

Table 4 is read like a standard rating transition matrix: each row is the rating assigned in the November 2023 baseline cohort, each column the rating carried in the August 2026 universe, and each cell counts jurisdictions making that move. The diagonal is stability; cells right of it are downgrades, left of it upgrades.
Three drivers account for the 36 transitions, and every rating action is attributed to its driver. Four territory-level governance readings were revised as the protocol moved onto directly source-cited data. The principal driver is the Ocean Health Index 2025 assessment — three new years of habitat-condition and pressure evidence, updating the Quality and Pressure pillars for 176 jurisdictions. A small number of grades additionally reflect refinements to the scale's calibration. MAAP is built on the world's authoritative open marine biodiversity datasets. Every input is pinned to a named source edition, advanced under a versioned review protocol, and every jurisdiction's rating carries a machine-readable provenance trail down to the individual table versions behind it. An anchored standard, with standing alongside. A MAAP grade certifies that a jurisdiction meets a fixed, published score threshold calibrated to the November 2023 baseline; relative standing (rank of 192) is published beside every grade. Because the standard is fixed, an upgrade anywhere never requires a downgrade elsewhere. Thresholds move only through disclosed re-calibration under the protocol's governance cadence — reviewed at each methodology revision or five years, whichever comes first.
A biodiversity rating, not a credit rating. The letter scale is deliberately familiar, but it grades marine natural capital — endowment, condition, stewardship, and catalytic potential — not debt-service capacity. The floor price expresses the protocol's valuation model for Global Biodiversity Units, not a market quotation.
Reproducible by construction. The rating engine is deterministic: given the published source editions, every score, rank, and price in this study can be recomputed exactly. Provenance trails accompany each rating down to individual input tables, and annual studies in this series will report transitions against the affirmed August 2026 baseline.
For sovereign administrations. The protocol is designed to be engaged with, not merely received. A rated administration may obtain the complete provenance trail behind its rating, verify each input against the cited source edition, and model the rating effect of prospective policy — protection designation, governance reform, conservation budget commitments — through the same deterministic engine that produces the published grades, as any jurisdiction's profile in the transition explorer (Section 3) illustrates. Because inputs move only with named editions, every future rating action will be attributable to a specific change in the evidence or in the state of the asset — a property intended to make the rating serviceable in policy planning and in the documentation of blue-finance transactions alike.
